From scouting.org: The Cub Scout Academics and Sports program is a supplemental enrichment program that complements the existing Cub Scout program. The Academics subjects and Sports activities allow boys to learn new techniques, increase scholarship skills, develop sportsmanship, and have fun. Emphasis is on introducing a boy to a sport or academic subject, allowing him to participate in it and encouraging him to do his best. The Academics and Sports program focuses on learning and skill development—not winning. Boys participating in the program will be recognized for enjoying teamwork, developing physical fitness, and discovering and building new talents. The Academics and Sports program encourages a boy to do his best. Note that while this program is not part of the regular advancement for any badges, they can be used to complete various WeBeLos activity badges. Belt Loops
Belt loop requirements can be completed at home, at school, or with the den. Belt loops should be purposefully pursued and achieved by the boys rather than just being given for something they have already done. Some packs require the boy to apply for the belt loops and complete questions to obtain the belt loop. Belt loop requirements can be combined with Scout achievements as some requirements will go toward completing the Belt Loop. The beltloop is worn on the blue cub scout belt. This belt can be worn on either the blue Cub Scout uniform or the tan WeBeLoS uniform. Pins
Pin requirements, like Belt Loops, can be completed at home, at school, or with the den. Pins should be purposefully pursued and achieved by the boys rather than just being given for something they have already done. Some packs require the boy to apply for the pins and complete questions to obtain the pins. Pins are to be worn on civilian clothes. The red "brag vest" is the perfect place to put these.

After earning the belt loop, Scouts can go on to earn the pin, showing their greater mastery of a subject or activity. The requirements for a pin are more numerous and more in depth than the belt loop. For example, one of the Art Belt Loop requirements is to create two self-portraits using two different art techniques, such as drawing, painting, printmaking, sculpture, or computer illustration.
